According to the Indiana Department of Employment and Training Services, the percentage of available workers who were out of jobs two months ago was down from 5.9 percent i in May. By comparison, the local jobless rate in June 1990 was 5.2 percent. The recession had boosted the rate to 9.7 percent this past March. "It's kind of optimistic that Muncie is turning around in this recovery just as quickly as the recovery is beginning," said University's Bureau of Business Research.

When adjusted for seasonal factors, the Muncie unemployment rate percent in June, down from 6.6 percent in May but up from 6 percent a year ago. Carter said Muncie was one of only four metropolitan areas in Indiana that experienced a drop in their jobless rates in June. The others were Fort Wayne, South Bend and New Albany. down slightly, even though the new Wal-Mart store opened June 1. The average employee workweek among local manufacturers in June increased to 44.9 hours, the highest in the state. "It still shows that somebody in town has a need for specialized workers that they aren't getting or aren't hiring," Carter said. Statewide, the June unemployment rate slipped to 5.9 percent. The unadjusted U.S.

rate for June was 6.9 percent. June unemployment rates for other area counties were: Blackford 11.7 percent, down from 12.6 percent in May and the second highest in the state. Grant 8.2 percent, down from 8.4 percent in May. percent, down May. unchanged percent, down percent, up May and the drops to 6.8 percent in July 58,270.

Part of that decline may be due to Ball State students leaving town for the summer. Unemployment insurance claims filed in the Muncie area totaled 1,027 for the week of June 22, down from 1,302 for the comparable week in May but up from 747 during the same week a year ago. Meanwhile, the number of jobs among Delaware County employers fell to 53,400 in June from 55,800 in May. A year ago, there were 53,500 local jobs. Most of the decline from May to June was due to the summer break at Ball State and other schools, according to Carter and Vicki Glaze, labor market analyst for IDETS in Muncie.

offset by continued job losses in industrial machinery and electronic equipment and a large decline in the food processing industry, the report said. In another sign of weakness, the average work week for production or non-supervisory workers fell by 0.4 percent hours, to 34.1 hours. That decline erased gains that had occurred the prior two months. By KAREN BALL Those developments were mostly AP labor writer WASHINGTON The nation's unemployment rate unexpectedly improved to 6.8 percent in July as the ranks of the jobless dropped by about 240,000, the government reported today. The unemployment rate fell 0.2 percentage points from June's fiveyear high of 7 percent, the Labor Department said in the government's first comprehensive look at the nation's economic performance last month.

The number of Americans on unemployment rolls decreased from about 8.7 7 million to 8.5 million, the report said. But the report included weak news on the economy, too. A separate survey of business establishments showed that companies continued to cut jobs last month, as payrolls fell by 51,000. The unemployment rate can fall, even with job losses, because the two numbers are derived from different surveys. In addition, the rate can go down if there are fewer Americans out looking for work or people just drop out of the job hunt.

Last month, the labor force shrank by 420,000. Janet Norwood, commissioner of the Bureau of Labor Statistics, noted that July's 6.8 percent jobless rate brought unemployment back to the level of March. In April, the rate had dropped to 6.6 percent and then rose again the following two months to hit 7 percent. "Statistics since the early spring show that the deterioration in the labor market has stopped, although significant job growth has yet to begin," Norwood said. While the drop in the unemployment rate was unexpected most analysts had predicted it would remain frozen at 7 percent the job loss number was a surprise.

Analysts had expected a jobs gain of about 50,000, and said a slight hiring rally would be in line with an economy staging a slow recovery 4 from the recession. But today's report showed mostly either flat hiring activity or job losses. July's data on hiring practices is particularly significant because July was the first month of the third quarter, and it is unclear yet whether economic growth that started in the April-June period will last into the remainder of the year. A week ago, the government reported that the economy began growing again in the second quarter, but the increase in the gross national product, or the total output of goods and services, was a barely perceptible 0.4 percent. It was the first quarterly growth following two straight declines.

Some economists are worried that there will be a "double dip" in the recession, or that the economy will fall back into a decline following the second quarter's tiny advance. The loss in July was not nearly as bad as the month payroll declines that hit the U.S. economy from January through April of this year, today's report noted. nEon In a bright 13,000 note, factory payrolls after grew by jobs in July, declining by 50,000 in June. Manufacturing has, in fact, been in a slide for most of the past two years.

Employment in motor vehicles, textiles and apparel rose, after seasonal adjustment, mostly because temporary plant shutdowns that usually occur at this time of year did not happen until after the Labor Department's survey period, the agency said.
